I can install the Java plugin only for users. When I install the plugin in the root folder the plugin is not being loaded. The plugin file has all permissions, but when I write "about:plugins" in the browser, it shows that the plugin is not there.

Reproducible: Always

Steps to Reproduce:
1.Install Java plugin in the user and root folders, with permissions enable.
2.Plugin working for user
3.Write "aboute:plugins" in the browser after loged as root. The java plugin is not listed there.
Actual Results:  
No access to sites where java plugin is required.

Expected Results:  
Allow root to use the java plugin.
It happens on a Suse 11.1 distro.
I'm marking this bug as WONTFIX per bug #1269807.
