STEPS TO REPRODUCE:
 0. (I'm assuming you have a sync-configured profile, with at least a few tabs on other machine.)

 1. Visit about:sync-tabs
 2. If you don't get a scrollbar, make the window shorter until there is one. (Also, make sure your window is wide enough that there's some blank space to either side of the column of tabs.)

ACTUAL RESULTS:   Scrollbar is towards the center of the window.
EXPECTED RESULTS: Scrollbar on right edge of the window.

Agreed. We desperately need to redo about:sync-tabs, though we may just get rid of it altogether in favour of bug 652040.

On OS X the scrollbar is completely hidden until you start scrolling.  I tried to scroll in the area to the right of the scrollbar and it didn't work - I assumed I couldn't scroll at all until I found this bug and learned the target is narrower than the window.
about:sync-tabs has been deprecated. Better synced tabs UI has been implemented in a menu panel (bug 1201331) and sidebar (bug 1210586).
