0: new Minefield profile
1: from about:home, right-click on empty space in tab bar and click "Customize"
2: the Customize Toolbar dialog will show and the hidden by default bookmarks, menu, and addon toolbars will show to allow any to be customized
3: try the same from about:addons where the navigation and bookmarks toolbars are hidden from view
4: the Customize Toolbar dialog will show and the hidden menu and addon toolbars will show, but not the navigation or bookmarks toobars

Under all circumstances all customizable toolbars should be shown when showing the Customize Toolbar dialog, including at about:addons where some chrome is hidden.
Note: Not applicable when tabs are set to be on the bottom and no chrome hides.

Good catch - this is a problem that should definitely be fixed for consistency, but not a huge priority.  Take it if you want it, hivemind. :)
No longer applicable. Toolbar auto-hiding for about: pages has been removed. -> WFM
