On master we have a regression in the timing of when the first test gets started in the browser. It takes nearly 4s in my case. We should improve that because it a big bottleneck when you run a couple of restart tests.

This tightens the polling loops for both accepting connections and listening for messages, it doesn't seem to negatively affect the browser responsiveness in any way. It sped up the time between browser start and first test execution by a second and a bit.
