For all of the ~10 (?) years that I have been administering the
dev-tech-crypto mailing listlist, that has been its name.
Mails that passed moderation have always been sent out with the "To:"
address dev-tech-crypto@<servername>.

Some day this week (IINM), that changed. The outgoing emails are now being
sent to mozilla-dev-tech-crypto@<severname>, wreaking havoc! The new mesgs
don't get past people's mail filters, or worse, they cause the list to
get included twice in a reply all.

Why was this change made without any announcement to list owners? :-(
Why was it made at all?
Can it be unmade, now, please?
Can you show me headers? It's still set to dev-tech-crypto.

The To: address is whatever the person posting the message set it to, if it happens to deliver. Note that *incoming mails* sent from google groups or Giganews and redirected due to the group being moderated will go to that fully-spelled-out address, and it's always been that way as long as it's been moderated on the newsgroup side.
I recommend using the "List-Id:" header for creating filters in your mail client, fwiw.
For lack of any other reply I'm going to assume my guess as to what's happening in comment 2 was correct, if so that's out of our control and not something we can change.
