SQLite 3.7.5 is released today!

I am filing this bug for the DEBUG-mode only relevant bug 627644 so it can have a dependency.

I am not aware of any other reason to upgrade to 3.7.5 or a reason to do this before Firefox 4.0 ships.  If we go with a subsequent release, let's just re-target the dependencies on this bug to a new bug.

We'll want this before the April 12 code freeze since 3.7.6 will be coming out afterwards.

I couldn't recall if we had a rubber stamp on this part, so I just asked for review.  I can't land it right now anyway, so I figured why not be a bit more formal :D
