630862 - provide a way to edit bug keywords, flags, and custom fields from attachment editor

it's rather annoying to have to edit an attachment and then edit the bug again just to add additional markings. i'd like to be able to make changes to the bug in the same transaction.

expected results:
behind a javascript <show bug flags> option, add the ability to edit a bug's Keywords, Flags, and Custom Fields while editing an attachment.

note: this bug is being filed against bmo because that's where i want it. i do not want to play politics with the bugzilla.org team, they're free to not want it, and i'm not asking them for it, i'm ask for it to be provided to bugzilla.mozilla.org.

steps:
1. edit an attachment
2 [review]. try to mark flag: approval <+> and keyword: checkin-needed

actual results:
this requires two edits. the second edit isn't done.

notes:
i do not want someone to say "we should just add a custom workflow trigger" i do not want workflows, those won't happen in reasonable time, this is a simple request and is generally useful beyond my one example use case.
