633228 - Should not popup file/folder addition dialog box for add-ons not owned by the user

STR:

1. On the home page (https://builder-addons.allizom.org/), click on the source of any addon other than your own.(The prerequisite is that it should have a folder in the "Lib" or "Data"). you can use this URL - https://builder-addons.allizom.org/addon/1000138/latest/ as an example.
2. When the editor opens up, hover over the "New-folder" in the data. It will show you a "+" sign. 
3. Click on that. 

Actual Result:
This will popup the create file/folder attachment dialog. but you wont be able to create any attachment.

Expected result:
No + sign should be shown. i.e., the user should not be shown the create attachment box unless he creates a copy of the addon.

I'm clearing out old, abandoned bugs from the system, and this one seems to fit that description.

A quick test looks like this bug no longer occurs, so I'm going to close the bug. If I made this judgement in error, please reopen. :)
