Trying to access any secure sites, the browser fails to display the page, leaves
the following message in the console:

Error loading URL https://netbenefits.401k.com/NBLogin/: 8007000e

Also, trying to start the Personal Security Manager from the Tasks menu puts
this message in the console:

chrome://communicator/content/PSMTaskMenu.xul line 10:
Components.classes['@mozilla.org/psm;1'] has no properties




Reproducible: Always
Steps to Reproduce:
1. Browse to the site

Actual Results:  Nothing happens

Expected Results:  Login page should be displayed

This is all tested with a fresh install of mozilla, fresh PSM downloaded from
the Netscape site, and fresh user profile
Downgrading severity, not a blocker.
Looks like a dup of bug 63667, doesn't it?
