After installing 3.1.9, ALL items on the "Insert" menu are grayed-out and cannot be used.  Note that at least some functionality remains via shortcuts. E.g <command>-L does bring up the insert link menu (but of course most items on this menu do not have listed shortcuts).

3.1.9 was supposed to be a bug fix release.  This is NOT the first time that a new version of Thunderbird has introduced a serious bug.  Given that, Thunderbird needs to add a mechanism for rolling back to earlier versions.
If you click the compose area do they ungrey ?

Any error in Tools -> Error console ?
I've had to go back to 

Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.6; en-US; rv:1.9.2.4) Gecko/20100608 Thunderbird/3.1

(which doesn't have the problem), so I can no longer test it.
This works for me if the compose area is selected.
