639562 - Send e-mail to contributors with deleted passwords

An e-mail should be sent to formerly active contributors who didn't log in during December 2010-January 2011 and have deleted passwords.  This should explain why we reset passwords and that using the "forgot password" feature is necessary before logging in again.

Anyone who answered at least one live chat, made at least one tikiwiki edit, or made >=5 posts in the tikiwiki or kitsune forum should get this e-mail.

This has been sitting here for over a year. If someone has not logged in for over a year, we can probably assume a dead account, and even if they want to log-in again, we offer them an explanation on SUMO (which we need to remove at some point too).
