Steps to reproduce:
1. Load a web page.
2. Type "about:blank" into the address bar and press enter.

Expected results: Tab thumbnail shows the blank page.

Actual results: Tab thumbnail still shows the page from step 1.

This happens because we purposely ignore "about:blank" loads in the thumbnail update code.
