Details
When an article is approved only the last editor gets a message, even if he just corrected a spelling mistake and the revision before that was a big change. Since we don't track who contributed to a specific revision, that message should go out to everyone who has submitted a revision since the last approved one.

We also need to indicate in the UI who will receive the message, to make this clearer for the approver. Ideally a list of all contributors with some message before tha It currently says: "Leave a message for the contributor: (optional)" Maybe it could say: "(Optional) Leave a message to the contributor(s): Recipient(s): Scoobidiver, AliceWyman, Verdi" Thoughts on wording? Bonus points for correctly distinguishing between "contributor" and "contributors" (rather than always using "contributor(s)").

(In reply to comment #1) > Thoughts on wording? Bonus points for correctly distinguishing between > "contributor" and "contributors" (rather than always using "contributor(s)"). Just come up with text for singular and plural. gettext handles picking the correct one for us.

James, since we will use "deferred" and otherwise leave unreviewed this seems unnecessary. We should move on with bug 685578 though.
