Links and underlined text should use the same size of underline for all text

Mozilla is using a larger underline, for larger text and thinner line for smaller text. This is not the case in Internet Explorer, which I believe does the right thing. We should have a 1-2px line under *all* underlined text, including links. No matter how big the text is, it should always have the same size of the underline.

Sheesh! That's an old bug, almost 3 years. I suggest we make bug 1777 dependant on this one.. or is this a dupe? I'm confused..
