about:credits does not load for the first time in offline mode on a clean profile

Steps To Reproduce
1.Start Firefox with a clean profile
2.Enter Offline Mode
3.Go to about:credits
4.Exit Offline Mode
5.Go to about:credits
6.Enter Offline Mode
7.Go to about:credits

Actual Results:
3.about:credits does not load, instead you get a warning "Firefox is currently in offline mode and can't browse the Web."
5.about:credits loads
7.about:credits loads

Expected Results:
3.about:credits loads
5.about:credits loads
7.about:credits loads
