Steps to reproduce are from https://litmus.mozilla.org/show_test.cgi?id=12317
   1. Start with the hardware keyboard closed, screen down (landscape mode)
   2. Launch Fennec
   3. Tap in the URL bar
   4. Tap in the URL bar again after the awesome screen pops up.
   5. dismiss the soft keyboard
   6. Tap in the URL bar again

Expected result:
- The soft keyboard should pop up again.

Actual result:
- The soft keyboard doesn't pop up.
