When 'Tabs on Top' is not set the title bar color (blue) fills the entire area above the tabs (including the menu bar, awesome bar, bookmarks bar,...) instead of using grey like the rest of the interface.

Reproducible: Always

Steps to Reproduce:
1. Set Vista color scheme to 'Windows Vista Basic' 
2. Disable 'Tabs on Top'
3. Enable the menu bar and bookmarks bar
4. Notice how much space is filled by the blue background color
Actual Results:  
Lots of blue background

Expected Results:  
Most of the background grey like the rest of the interface
