Whenever applicable, please convert HTML file to XUL file so we
can externalize localizable resources. Also, refer to the "XUL
Coding Style Guidelines" in the URL above for how to make XUL
localizable. Thanks!

I think it was a sample that danm was using.
I know that it is getting called right now

Actually, it is kind of still in use.  The means to get to this dialog has been scuttled, and I'll
have to reinstate it someday.  It'll serve a purpose someday, this dialog.  Wouldn't hurt to
make it all i18n copacetic.

I'm pretty sure we're not using this any more.  Other more modern equivalents have been written,
and I can't see where password.html is actually being used in the code.
