I sometimes see the old version + layout of the editor tools, when I refresh the page it usually goes back to the new version + layout.

Can you give me an example URL?  You're saying the new and old site appear on the same URL?  I disabled most of the old editor tools already, so, I'm curious what URL you're seeing this on.

I think he means that he sometimes sees the remora pages for the editor tools, in their entirety, at random moments. I know most of us have been seeing them after the push, and it happens frequently.

The old tools are disabled now, so after thursday any old URLs won't work.  -> fixed
