Steps to Reproduce:
1. set a start page "about:about"
# Options -> General -> Start Page Location
# set "about:about" in Miramar Start Page

2. restart thunderbird
3. about:about was opend
4. click "about:config" 

Actual Results:
apear downloads dialog

Expected Results:
about:config is open in thunderbird


if set Start Page "about:config", can edit it.

SeaMonkey has similar problem.
but he has Navigator, "about:*" opens in Navigator.
The start page in Thunderbird isn't really design for browsing - just for viewing a static page. If you want to view about pages, use an add-on such as ViewAbout.

All links should go to the browser, although about: is special and shouldn't really do anything.
