The "Change Several Bugs at Once" view has a component field, but it never gives any choices other than the "do not change" choice.

Reproducible: Always

Steps to Reproduce:
1. Do a search that returns more than one bug
2. Click on "Change Several Bugs at Once"
3. Click on the "Component" <select>

Actual Results:  
No choices are presented (other than "do not change").

Expected Results:  
All components should be listed, allowing you to choose one.
If your bugs are in different products, then you cannot change their component as the list is different for each product. That's why.
