steps to reproduce:
1. Load https://addons-next.allizom.org/en-US/firefox/addon/reminderfox/reviews/
2. Click on 'Write a new review'
3. Submit a review from https://addons-next.allizom.org/en-US/firefox/addon/reminderfox/reviews/add

observed behavior:
403(CSRF failure)

Adding a review from the detail page works fine.

I don't know if the mobile page uses different logic there, but we should check that too

I marked as dupe because I followed the steps and was forced to log in, which is the steps I'm assuming you took. Reopen if that's not true and please include login status when talking about csrf bugs.
