Details

There are no win32 desktop localized builds from mozilla-central (folder is empty). 

http://ftp.mozilla.org/pub/mozilla.org/mobile/nightly/latest-mozilla-central-win32-l10n/

Linux and Mac OS X builds are ok.
This bug should be closed since builds are available now (not sure about the right "status" since I don't know what solved the problem)
"Works For Me" is good enough I guess.
