If a job is already running, make it an error to try starting a new job

P5.  Also, we've had cases where it never completed (lost jobs) so I'm a little nervous about this.

Yeah, we shouldn't do this until we have a Mark Completed button.

There is a rare possibility that the job will not get marked complete if there is an exception at the start of the last task.
Now that we have a bulk queue, I'm not too worried about this.  A warning that there is a job already running would work (we already show if jobs are running on the page), but to block it all together seems excessive.  Do you feel strongly about this?
