663204 - move content/events/*.xul tests to mochitest-chrome

as part of the specialpowers and test cleanup, we are moving tests that should belong in mochitest-chrome from mochitest to chrome.

:doublec, can you verify this will still get the same test coverage if it is run as a mochitest-chrome testcase:

I didn't write the test previously but from a quick look it seems like it should be fine.
