steps to reproduce:
1. Admin tools-> Feature Manager
2. Choose Locale = unspecified and Application = firefox
3. Notice the listed personas
4. Change Locale = en-US and Application = firefox
5. Note all the personas listed.
6. Check whether all personas from #3 and # 5 are listed under Featured Personas in homepage.

expected behavior:
'Featured Personas'  lists all featured personas from 'unspecified' and 'en-us'.

observed behavior:
Only featured personas from 'unspecified' are listed in the homepage.
Mind the locale-specific gap.
