I wonder if this will work, or if we need to hardcode /builds/talos-data.  (I think we're doing this in the unit tests already).  /builds/talos-data is an ugly hardcode, but won't break if workdirBase ever changes.

If this works, it's an acceptable fix until we get talos downloads per run going.
