2. go to http://people.mozilla.com/~nhirata/html_tp/footertest.html
3. place device in landscape
4. pan down

Expected: no panning/white

Actual: pans with black portion down below 

Note:
1. occur on flyer not on thunderbolt:
Mozilla/5.0 (Android; Linux armv71; rv7.0a1) Gecko/20110622 Firefox/7.0a1 Fennec/7.0a1
Device: HTC Flyer
OS: Android 2.3
