Go to http://www.google.com/chrome (example) and click the language selection dropdown in the top right corner. (with English pre-selected)

You get a screen showing the options. However, there're only 7 options available on first glance...More options can be available by scrolling up / down. However, the screen doesn't indicate that there're more options so the user probably doesn't know it. We should make it clear, either by adding a scrollbar or up / down arrows.

Isn't that the same problem with websites in general?
We already have a scroll indicator that displays while panning. Typical mobile convention is to diaply the indicator briefly when a scrollable list is initially displayed. That way the user knows the list is pannable.

This applies to all Fennec lists.
Summary: Dropdown list selection should use scrollbar to indicate availability of more options → Scroll indicator should display and fade away to indicate the list can be panned
