steps to reproduce:
1. Load https://addons.allizom.org/z/en-US/firefox/i/addon/tab-utilities/
2. Click on 'Add to Favorites'(heart turns red)
3. Hover on the 'Remove from Favorites' link

expected behavior:
Heart remains red

observed behavior:
heart is not red on hover (and no one likes a fickle heart)

I consider this intentional behavior (the hover state is the preview of the new state when you click)

This is a deviation from how it used to behave in zamboni.

On the matter of hover previews, I find in favor of potch.

On the matter of no one liking a fickle heart, I posit that some would prefer a fickle heart to an achy breaky heart.
