Change the link from:

to:
http://creativecommons.org/licenses/by-sa/3.0/deed.locale

What are the grounds of this URL? Looks like it always redirects to <http://creativecommons.org/licenses/by-sa/3.0/deed.en> (I tested it with Japanese Firefox on Japanese Windows via Japanese ISP).

I think reporter's intention was that <https://www.mozilla.org/en-US/foundation/licensing/website-content/> should link to <http://creativecommons.org/licenses/by-sa/3.0/deed.en>, <https://www.mozilla.org/ja/foundation/licensing/website-content/> (if present) should link to <http://creativecommons.org/licenses/by-sa/3.0/deed.ja>, and so on. Unfortunately the reporter is away as of now.

Oh my bad. I should have tested with a couple of locales. Will fix it.

Well, the link has been moved from each page's footer to the Site Licensing page, and this page is not localized yet into any locale, so we cannot have localized links, such as "deed.ja" or "deed.pt_BR". I thought CC offered language negotiation before. Will figure out how it works, or maybe my faulty memory.
