Details

The transplant_signoffs command checks whether the old and new appversion have the same tree. That's not helpful for what we're doing these days, so let's add an option to ignore that check.
Priority: -- → P2
resolving WONTFIX, transplant_signoffs isn't used as much anymore, and is probably fine as is.
