django scaffolding won't work in this case due to L10n :-/

No need to reimplement all this.  We should leverage bug 694639 and just make sure admins have write access to all locales.

The admin seems like it can handle the CRUD operations on categories. I tweaked it a bit. Re-open if this isn't good enough or there's more we want here.
