steps to reproduce:
1. Load https://addons.allizom.org/en-US/firefox/i/collections/?sort=popular
2. Check if the add-ons are sorted by descending order of followers.

expected behavior:
add-ons are sorted by descending order of followers.

actual behavior:
'ATAKAU' with 1 follower is listed below 'czthebest' with 0 followers.

If we are doing that crazy thing where we show weekly followers but list by total followers, we should fix that.

2. Notice that 'Web Developer's Toolbox' with ~11k users is listed below 'Traveler's Pack'

recently popular sort should show weekly_subscribers count. reopening.
