Steps to reproduce:
1. Disconnect from any network
2. Open the Remote tabs panel (tap on urlbar then on desktop tabs)
3. An alert dialog is shown
4. Dismiss the dialog

Expected: UI would not show anything
Actual results: UI keeps showing the throbber forever

There are 2 cases when testing this:

CASE 1: you are not connected to sync before disconnecting the internet connection
- after going to desktop tab and dismiss the alert dialog there is no throbber

CASE 2: you are connected to sync before disconnecting the internet connection
- going to desktop tab you will see the throbber forever and no alert dialog

Is this how is meant to be?
