According to Bug 680527, this wasn't intended to be a promo on the main whatsnew page. Rather, it was to be a separate custom firstrun page for the Back to School build.

This is now done in trunk. The original changes to the main whatsnew page have been reverted, and this is now set up as a separate firstrun page at http://www-trunk.stage.mozilla.com/en-US/firefox/backtoschool/firstrun/

QA: Please check both this new page and the original whatsnew page (which should now have no trace of the Back to School promo: http://www-trunk.stage.mozilla.com/en-US/firefox/6.0/whatsnew/
