With every Firefox update, some users seem to end up restarting with a brand new profile. I don't know what triggers the installer to reject the existing profile and make a new one but it manifests as near-irrecoverable data loss on the part of the user.

That's probably a different bug.

Given that this report is 6 years old, the reporter's account has been disabled, and it was filed on behalf of a bunch of sumo threads (that must also be >= 6 years old), I don't think we can do anything here.
