Bug 649690 added Android debug crashtests and reftests. Because nobody who wanted them actually wanted them badly enough to annotate the expected number of assertions, they've been hidden since they were added (except on Try, where they've been a miserable pain in the ass as everyone learns that they will always be broken and they should just ignore them like all the other broken Android tests).

Starting with https://tbpl.mozilla.org/?noignore=1&rev=48df3b328875 they went from failing in normal expected ways, and sometimes running and having unexpected assertions, to always failing. Given the flavor of the failures, I'd guess the debug builds now crash on startup.
I am fairly sure this was happening due to bug 689948.  Should be ok now.
You're right, though still a good long way from ok - three of the six runs since that was merged to m-c have died with a silently useless "TEST-UNEXPECTED-FAIL | | exception while running reftests", one more crashed on startup, but two did make it as far as being orange due to unannotated assertions, so fixed-by-689948.
