690915 - Create site-wide banner for announcements

As a way of sharing announcements and promoting campaigns that are of interest to MDN users, I suggest we create a side-wide banner that can be managed from an admin interface.

The banner could appear on all MDN pages or perhaps have settings to target one ore more areas of MDN (front page, docs, demos, etc). A sophisticated version of this would be similar to the Snippet Service [1], where announcements/snippets could be scheduled and targeted.

A possible initial use of this new communication channel is the Your Web campaign (bug 667729), which is scheduled to launch mid-November. The campaign will feature responses from users who create the web, a natural fit for the developer community on MDN.
