steps to reproduce: 1. Load https://addons-dev.allizom.org/en-US/developers/addon/app-337458/versions/ 2. Click on 'Upload a new version' expected behavior: Can apps even have versions? If yes, the UI should be app-specific. If no, then we should remove this section. actual behavior: The UI is for add-ons.

I think it makes sense to ask us to parse your manifest again to pick up new strings and such, though the merge operation would be annoying. But apps won't have versions.
