Following model set by Bug 658616 and Bug 631101.  (We need to update tamarin-redux with swf15 to simplify integration and properly support FRR.)

Here's a note from the changeset I want to include, in case future people pushing API version updates look at these tickets to try to determine what has happened historically:

  Note that this includes api-versions.java, which was not part of the
  perforce versioning update CL 979720. From my reading of Bug 672729 I
  think that we have started generating this file (again?) but the docs
  associated with adding a new version number have not been updated
  accordingly.
