please make an admin page to add categories for webapps.

We can only set up categories for listed applications (Firefox, Thunderbird etc)

To set App as an application type, we require an associated GUID. This is blocking me from setting up categories.

I was able to add categories for apps and they diligently showed up at https://apps-preview-dev.allizom.org/en-US/apps/
