Details

This is the implementation side of bug 691970 and is a Q4 goal.  Basically it's the template for the other add-on queues but populated by add-ons which meet a criteria.  In this case, the criteria is jetpack add-ons that don't require("chrome").

It includes full/lite jetpacks that do not require chrome.  We can adjust that criteria if necessary.
