I went ahead and fixed our opensearchdescription.xml while I was testing bug 695631.
/search/, /welcome/, and /start/ are all going over SSL on stage.  I checked the other search plug-ins for Google (News) and it use SSL, on stage.

So, this is all done now for the 2.1 site; --> FIXED in 2.1.
