steps to reproduce:
1. Upload an app
2. Notice the last step in the upload process- https://addons-dev.allizom.org/z/en-US/developers/app/app-337523/submit/5 

things that are wrong:
a) We are not on "you're done!" step in the progress meter.
b) All the links just reload the same page
c) Unable to access any of the manage pages for the app
d) App upload is not complete
