Currently, newly uploaded apps have the status set to "Pending Approval". As per https://docs.google.com/document/d/1Fn0rO8sjmbn3dQh_F53nd-WYgpRYgaaCfjnNXBK7hx8/edit, apps should be public by default.
I think all this involves is changing `settings.WEBAPPS_RESTRICTED` to False.  If it's False, the code will change it to use the STATUS_LITE status.

That is filed as bug 699915. 

We want the app to be marked public(status 4) by default and not set to "STATUS_LITE".
