Load up any page containing an image
Move cursor to the image and click right mouse button
Select "block image" from the dropdown context menu
From menu select tasks->privacy->image-manager->show

At this point the selected image should be in the list of blocked images.
But it is not.
This is a fall-out of the recent migration of cookie/wallet ui out of the core 
code and into overlays.  Attaching patch to fix the problem.
