701684 - remove mozilla-1.9.1 from config.py

I found a comment in config.py around the 1.9.1 that says: mozilla-1.9.1 can be removed once we're no longer refreshing MUs from 3.5.18, or once bug 662298 is fixed.

We've stopped refreshing the MUs, so we should be able to drop this now!

Lukas is filing a "fabric reconfigs should regenerate master_config.json" bug, since this broke on reconfiging bm07 and that caused us to lose a number of builds.
