Details

Find a web page (such as bug 58250) that has a scrolling list box.  Using the
mouse scroll wheel almost anywhere either beside the list box or below or above
it (but not diagonally) scrolls the list box instead of the window, even if the
mouse is half a screen away from the list box.  After the list box has been
scrolled, its up or down arrow is stuck highlighted.  Furthermore, by using the
scroll wheel I can sometimes get the window to start selecting and highlighting
all sorts of background text, even though I never clicked the mouse.

I am using a MacAlly iOptinet scroll wheel mouse with MacOS 9.1.

the fix for this is XBL for controls. once they go in, this goes away.
