I was recently talking to someone who had created an account in the directory and who seems to be vouched, but he can't see anyone's profiles.  

I sent him the link to mine and he got a 404 error when he tried it.  If he searches for 'david' he gets a page back that says there are no profiles that match (see screenshot).

I'll ask him to add himself to the bug and provide any additional information that may be useful to figure this out.
